I got into a discussion around lunch time today with one of my Indian off-shore compadres..... right now, I'm in the process of fixing up my 1999 Honda Civic (260k miles, g/f bought it brand new,) after running over a raccoon a week ago. Front bumper cover, inner fender liner and a windshield washer pump. He was shocked that I was repairing a 22 year old vehicle. According to him (and I'm mildly interested in chasing this down further,) in Delhi, there's rules against diesel vehicles older than 10 years and petrol vehicles older than 15 years. This is supposedly due to lack of maintenance.

It's not illegal to drive them, it's just apparently no longer legal to sell them.
