That is certainly true in and around Chicago.

I keep my eyes on the local LE blotter in the local birdcage liner.... I usually see at least 1 report per week of someone getting busted for 40+ mph over the posted limit. As traffic has been lighter over the last couple of years, my personal observation is that the highest speeds have just gotten higher.
