The guy in red is Captain Picard from Star Trek: The Next generation and one of the phrases he always said was, "Make it so.".
The clown is Pennywise, the antagonist from Stephen King's "It".
So, CPT Picard is "making It sew".

Joan, if it's any consolation, my g/f did not get it either, and we're both major SF fans. Took me about 3 seconds.
