I saw something like that outside my g/f's apartment circa 2005. Small performance coupe, had been parked in the lot frequently for several weeks, and all 4 wheels & tires swiped. With battery powered tools, this is a fast job now. Same with catalytic converters, if you can get under the vehicle, a battery powered recip saw makes short work of cutting it out.
This was my rental car at my hotel in Romulus MI in the morning when I was there for work in 2008.
