The most important thing about propane, is draining out the air after it's burned off the fuel. This does two things: 1) Makes more room for propane 2) The propane will burn better if there isn't air contaminating the propane. If you don't drain your tanks prior to refilling, then you might as well exchange them. You will have better propane if you fill an air-free tank, that's why I refill. They all felt like they weighed about the same, I guess the 20# tanks hold 5 gallons of propane.

I will check that out!If you have a Costco that sells propane near you check it out. The one here has a max charge of 8.69 to fill a 20# tank. The local propane place wants $23 to fill one.
If I plan I go to Costco. If not I run to the closest exchange place. Sometimes need trumps price especially when I have a kettle of wort that is in mid boil when my tank peters out.
I'll have to check, but pretty sure our Costco doesn't do propane refills.

I had been getting mine filled at Ace Hardware, and only exchanging It somewhere else if it needed recertification.
After my last fill, I realized that it would have been cheaper for me to exchange it at Academy Sports. But after reading DaveW's comments, I realize that I may have gotten more from Ace than I would by exchanging for a Blue Rhino at Academy. So now I'm not sure.
The only thing I'm sure of is that if they need recertification, it's cheaper to exchange.
Went to Costco yesterday to fill up the Home Depot Express (Pickup) and propane was $1.89 a gallon and Max cost for a 20# tank was $8.89.
