I combined parts of the Genesis 3 with parts of a 1998 Platinum, and got it working, but its been hiding in the garage for a while awaiting a full-on resto.

Yes, that is a Woodard cart. Not sold directly by Weber but made in cooperation with them, using an 18” Weber kettle.

Looks like Woodard is still in business, and they aren't cheap, close to $800 for a wrought iron serving cart.

Really can't tell whether that's a dent or not. I have seen other Silver B grills with the handle mounting holes in that spot instead of in the middle like you would expect.

I’m wondering if an end cap change would fix that? I have a spare set, or two

My thinking is that it’s more of a reflection and a bad angle. But there’s a smudge right on the bend above it that’s making me nervous.
