Madeline, are you still talking about the bottom shelf of your grill? You shouldn't have to remove a screw to get that off.
Yes, I was. I think it's actually just were the clip was riveted onto the shelf. It fooled me into thinking it could be removed by it's shape, though. I thought you were identifying it as a buttonhole screw, which I haven't heard of.
 
You could do a mod similar to what this one has on the bottom with either slats and brackets off another grill or with wood slats and z brackets.

Madeline, not sure if you have removed that tray yet or not but here are a couple pictures. I've been meaning to post these but had to go dig out an old shelf (which you can see is badly rusted). This is the clip we've been talking about. You just need to compress it a little (but watch your fingers - or use pliers). Toward the top of the first picture you can see the rounded peak of the clip there. You need to try and compress the clip a little - flexing it to essentially "close up" the peak just enough to release - and it will pop off the frame cross member.

I'm not surprised there are reports of both button head screws and pop rivets used on these clips. Weber did the same thing on the side burners. I've seen some side burners with pop rivets holding the spring clips and some (probably older ones) with screws. I think the Silver C I restored (a 2000) had screws on the side burner clips.

This shelf (I think it came off a 2003 or so) has pop rivets (last picture).
