Gonna answer my own question. Even though I knew Larry would have the answer, I got curious and looked it up.
I liked several of Rafferty's songs - especially Right Down The Line - but had no idea he was/had been part of Steeler's Wheel.
Learn something every day...

Yep, you got it right. He was the driving vocal in Steeler's Wheel and then broke off. Sadly he passed away far too early. Really enjoyed his work

Not many, if any will know his name but, I shall pick a tune for him tonight!
R.I.P Frank, the rest is pretty obscure unless you are “Wiise” in Wakefield parlance. Met him three times and I was “Wiise”
