Weber made lots of those Simpson's 10th Anniversary grills in 1998, both in 22" and Smokey Joe versions. What I've never seen are those utensils, but I found a listing on Amazon Australia:

I’ve got an unfired “Simpson’s Smokey Joe” (small chip) which I might be persuaded to part with for the right price.

Certainly nowhere close to one of a kind. They are fairly common, at any given time there are 2-5 on eBay. Yes, have seen them packaged with the utensils as well.

One guy had a NIB Smokey Joe, unopened utensils, and a watch with homer and the arms were spearing meat, also unopened. It was gone before I could make a move.
