I've had a few that were, but if you can weld you can fix it anyway.

It's also fairly certain the frame is rusted under the beauty panel that goes on the longer frame grills.

The next one I do I’ll try to remember to do a write up on it. Basically on the bottom you cut sort of the factory weld. Top you cut right in the middle. Leaving the bottom weld gives it a little ledge to sit on.
