Around me, best refill price is at Tractor Supply. They only charge for the propane actually put into the tank, not a flat rate. Like how a gas station works. So the price varies a little depending on how much propane you still have in the tank. But it usually works out to about $15. Which I assume is for a fuller filled tank.

Best part is that It relieves my cheapo tendency to try to get the tank absolutely empty before refilling. Now I just swap and refill the tank when it gets kinda low and is convenient to do.
Yep, best deal near me is TSC as well. Last time I filled up tanks it was $2.99 per gallon and I think an empty tank will take about 4 gallons or so.
 
I always went by 4.7 gals to fill a 20# from empty to 'full' - but google is saying 4.5 gals.

Propane is 4.24#/gal X 4.7 gal = 19.93 # >>> 20# tank. And the tanks are designed with ample head space to accommodate that amount. The OPD is there to maintain that head space.
