Oh, and you can get a wide range on prices for blasting. But from what I experienced, you should expect something around $50 for cook box and end caps completely blasted. I have heard quotes as high as $125. Some less that $50 for all three.

It’s pretty rural where I am, I called a nearby place that quoted $80 an hour. Not sure how long it takes to get the end caps cleaned by sand blasting. I’m not as concerned about the cookbox as that I will just scrape out the inside with a putty knife and then the outside seems easier to spray paint after some light cleaning
 
Not getting very far with the angle grinder. Also I checked the parts sourcing list thread and didn’t find replacement bolts and nuts for these end caps. Any stainless steel or black like the original suggestions?

I always repaint and reuse the stock nuts and bolts.
I have done them both ways. Last one I added a cabinet grill SS cookbox shield and replaced all the hardware on the grill with SS including washers w/ the black nylon ones as backers (helps prevent paint getting scratched/nicked), with the exception of the fasteners for the plastic frame end caps. It had a nice look. Small details that added up and when the couple came to pick it up, they loved it.
 
how necessary to try to get rust reformer inside these tubes with this level of surface rust. The outside of the tubes are all rust free

Also any suggestions for getting these inserts out?

I have these threaded inserts which I now realize are not like the originals.

Would I be better off with these? It is for the two lower crossbars on the bottom of the frame.
