My First Resto - Need Opinion

Hey everyone, new to TVWBB, so still learning things as I go. Enough with that, picked up a MBH "Patent Pending" over the weekend with the full intention of restoring it. Not sure if I will keep it or gift it or sell it. Couple questions right off the bat, I would love to get some opinions.
1) Age?.... I think this is a 1969 or 1970... Can anyone help me determine exactly or is it best guess at this point?
2) Missing 1 wheel cap for the wheel assembly (see pics). One wheel held on by a cotter pin. Where can I find one?
3) What is sac-religious when it comes to restoring these? What would you consider too far? Re-paint? As you can see it's in pretty good shape, and has all the parts. New handle obviously and full resto cleanup will be done first. Then???

Caps can be gotten at hardware stores. Do not paint !! Once clean, use thd snot out of it ! As to the wood handle, just sand, stain and then use some kind of sealer.
I like keeping things as original as possible. I would be ecstatic to have one like that.
 
In terms of age, I don't think you'll get much more specific than 69-70.

Most would steer you away from painting, those dings and scrapes are "beauty marks"...but I've seen a few where touch-up has been attempted. Depending on how much effort you want to put into it, you can polish the legs and clean-up triangle, even the vent damper, but I kind of like the patina on the top damper in your photo.
