I put in a Minnesota zip code on Brickseek and it shows it available at several Walmarts there.
No guarantees though.

Well, my local Walmart had plenty of quantity on hand, it just wasn't on sale.
Fortunately, Home Depot was just down the road and I bought the 2/18.6lb twin-paks at $9.88.

Well, my local Walmart had plenty of quantity on hand, it just wasn't on sale.

I thought the same when I went to mine and saw twin packs for $16.96, but those were 16.7 lb bags, the 15 lb twin bags were in another area.
I'm not saying this was the case at yours, but for folks looking for this deal, it might not hurt to ask an employee if the $7.88 twins aren't obvious.

Around a penny a pound cheaper than the HD deal a couple of weeks ago. Not bad.
