I've never seen this happen like that. Sanding or anything would not have prevented it. Looks almost like something is contaminating the surface and bleeding through
 
scuff as much of the shine off as possible. The residue coming off is very normal. Give it 24-36 hours post scuffing to hopefully allow any of the trapped solvent out. Scuff it up again, clean and spray. Keep the can about a foot away from the surface and fog on a dusting coat. Give it 10 minutes and fog on another coat.

Steel wool? Fine sandpaper (220?)
 
I almost think unless you can totally strip it at this point you're gonna need to hit it with some kind of sealer prior to hitting it with another finish coat. I think at this point all this fussing over trying to salvage this is just going deeper into a hole

thanks for the input LM. I know I'm probably killing you guys with all my questions. I am such a newbie to any and all of this stuff. Just trying to learn and take notes so I can do better with the next restoration.
 
Rustoleum does make a high heat primer you could put on to seal out any thing that is trying to leak through.

But, yah, I am kinda in Larry's mindset where throwing yet another coat of paint on it seems like we are getting further and further down the rabbit hole. It might be better to figure out what is causing causing the problem rather than trying to cover it up.

Hey man, ask all the questions you'd like. A couple years ago I didn't even know how the flavor bars went in 🤷‍♂️ :ROFLMAO:

I think it is time to start over fresh, If you aren't up for having it blasted again I am sure this paint will strip off pretty easily with a wire brush on a drill/impact.

But in the event you want to give it one more try, I would get some 400 grit or some coarser steel wool and sand the ever-loving piss out of it. Clean it, and let it bake in the hot sun for an entire day. Let it cool overnight and get it first thing in the morning.

Never too many questions. I'll always be happy to help if there's anything I can help with. I don't know everything and some of my methods are different than other peoples methods. You just have to find what works best for you. Hopefully we can help eliminate some of the trial and error that some of us had to go through to find what works best for us. A lot of us would admit freely that we are still learning and I think that's an important part to keep an open mind and a learning mind frame. No matter how many Restorations you've done sometimes an idea comes along that can help you do it even better or more efficiently if you're open to trying new things. Some of us have already tried a lot of things a lot of different ways and settled on methods that we prefer and sometimes these methods aren't the same as other peoples methods. This is totally okay also. You just have to figure out what works best for you.
