@Bruce what did I do wrong here?
My two thoughts

#1 being high humidity and black paint. When humid you need to go with several light coats to allow the paint to flash so the solvents can evaporate.
#2 this can also happen if painting in direct sunlight.

When painting on hot and humid days (not grills, but auto body) I have to run the booth with the heat cranked at 90 because it helps dry the air out.

Damn. Yeah it is scorching and I did it in the sun. Welp
 
A scotch brite pad or steel wool. Just to take any off the sheen off. Oh, and blow it off real good and use a non-aggressive cleaner. I think rubbing alcohol would work (but try it on an inconspicuous area first). The first coat give it more of a dusting and see how it reacts.
 
If you give it another coat it should even out, but I would wait until tomorrow to do it. I don't even try anymore to get it right the first time. I'd rather have it take a couple days and look good.
Yeah I didn’t really understand to give a light coat and come back later for a second. I’ll give it a day or two. It should cool down here as well.
 
Just be patient. Paint can be funny. It'll look like :poop: one day, then cure and seem to just "lay right out". I went through this when I redid my Kubota. I was making myself nuts over what looked like some orange peel. Thinking about doing a wet sand and trying again and it just laid right down by itself
 
Read the directions on the can, there are re-coat times on it. I think it’s 24 hours on the HH ultra. Personally, I’d double it if you’re not going to scuff it at all.
 
Oh, yah, if you did it in today's weather, I am sure the heat and humidity are the culprit. You might be able to get away with a fresh top coat.
