Why does weber make the 22.5 WSM cover so short?

The cover on my 18 came to a couple inches off the ground, the 22 is about 6-7?

My 22.5 cover almost touches the ground

My cover goes below the intake vents, it never lets any rain water collect in the bottom.
I have never thought about it being 'short'.
