These charcoal baskets are fairly simple of fabricate. You can either weld or connect the two pieces using bail wire.
I've been using mine for about 3 years now, held together with bail wire and still as good as the day I made it.

What is the large ring of expanded metal for (not the basket, but the ring that circles the entire grill)?

I can help Craig here since he may not be watching. That ring is for raising the grate up further from the coals like the newer models are. It gives about four more inches of space above the basket otherwise the grate would sit almost right on top of it. It's also nice having that extra space when you are grilling direct.
