Not all powder coating powders are created equal, you'll need to check the specifications of the particular product being used. Many are only good to about 600*F then start to blister. There are a few products that claim 600-1200*F.
 
Did the Rustoleum High Heat ULTRA peel after use? I did the same thing and it took all the grease off the inside of the firebox.
