older genesis wont get hot

I rehabbed an older genesis 3 burner and gave it to my brother when he got a townhouse. Problem is it doesn't get, or stay very hot. After 30 mins with no food in it, we'd be happy to see 400 F. I noticed that the lightest breeze can take the temp WAY down and the grill has to start heating up again. Burners are good, there is a solid flame, so any guesses as to what the issue could be? we tried swapping the regulator and fuel manifold, same thing. Hoping for some kinda common issue that I just don't know about....
 
How are you lighting it? There is a safety feature in the regulator that may be engaged. Be sure to open tank first with burners all off. Wait a second or two and then turn nob for burner for lighting. If the reverse approach (burner turned on then tank opened) the safety feature is likely engaging.

Did you install a new regulator when you rehabbed it? If not, and if the above trick doesn't work, replace the regulator.
 
Seeing that you replaced the regulator how about the tank. I had one that the safety in the tank would not fully open, so low gas flow.
 
I'm with Rich, if you swapped and ruled out the regulator, have you tried a different tank? those are the 'common' culprits for your symptoms.
 
Thanks for the replies guys. We've looked at the flames and they are good, even across the burners with a little orange when on high, so I think the fuel and regulator are fine. And yes as stated in the original post we did swap the regulator. We also have had multiple tanks on it. I'm starting to believe it is a heat escape issue, because of how fast the grill loses temp with a light breeze. My weber grill never does that, but my brothers drops 25-50 degrees with a light breeze. Does anyone else experience this? We looked really hard for any cracks or large gaps, and had another weber right next to his, and just didn't find anything out of the ordinary. So weird...
 
I guess my next question is you stated that you had no food on it. Have you tried cooking anything to see if it truly is not getting hot? If you're relying on the factory thermometer that goes into the hood on the right side that may be the problem. It's old and may be going south on you, even when new they were horribly inaccurate. If you can try and measure the temps with a grill level digital thermometer and see what you have.
