Low heat output on older (late 90s) Genesis Silver

A friend of mine has a Silver that he & his wife got as an engagement gift in the late 90s. It's been fantastic until this year where it seems the burners just aren't putting out the heat they should. He tried a new tank, but the problem remains. I suspect it's the regulator and/or hose, but before ordering that, is there anything else that might cause this issue? I've had really cheap gas grills with untreated steel burners that started rusting and clogging up, but there's no visible rust on his burners.
 
He needs to make sure the burner ports are clean, the burner tubes have no obstructions, the spider guards are clear also. If he is in the habit of turning the tank off and than the burners this too will cause issues. Always turn the burners off than if you wish turn off the tank. Reverse the procedure to restart the grill. Turn the valve on the tank open slowly wait slightly than turn on the burner(s) to light. If the safety is tripped, he needs to turn everything off and disconnect the tank. Now reconnect the tank and than open the tank valve BEFORE turning the burner(s) on to light. If all this does not work a new regulator may be in order
 
Oddly I have never had one fail except on the Q200 I bought for my daughter. But I converted that to a stationary type so it only uses the large propane tanks no more portability
