Foiling and resting the butt is key for it being tender all over IMO
The rest in particular allows the heat to redistribute in the butt evenly and thus helping the final product be more tender.
I figured this out when a butt cook went a bit over dinner time once and I skipped the resting in foil stage. The money muscle, tubes, and horn were perfect but the middle portion of the butt was a bit tough.
