Frame painting

I am going to attempt to do the crossmember fix this weekend. I will be getting a piece of bar stock and bolting in the new piece. When it comes to painting should I first prime the bar stock and then paint? Is one coat enough or should I do multiple coats? Also other parts of the frame I may want to grind/sand down the rust and repaint those spots. After grinding/sanding down the rust should I first use primer then paint? What about the old paint? Can I just paint over the old paint?
 
I suggest you clean all areas to be painted with a good cleaner like simple green, then wipe it down with a solvent like rubbing alcohol or xylene. Then spray the primer. One coat should be enough, then paint. Make sure you follow directions regarding drying times and recoat times. With most high temp and other spray paints, you don't even need to prime first. If you do use primer, make sure it is high heat rated for use on the cook box or any parts directly adjacent to the cook box. Same goes with paint.
