beef boot ribs

Hi did some beef ribs in the wsm, did the 3, 2, 2 method! They came out looking and smelling great! Injected with stubbs and rubed with mad hunky general! Problem was the thin meat ones fell of the bone but the real meaty ones were tough as my work boots! So where did I go wrong?
 
I have found that beef ribs cook faster than pork ones. I cook my beef ribs for an hour and a half then foil with brown sugar and some sort of liquid for another hour. After I remove them from the foil I brush on BBQ sauce and put back on the smoker for 20 min or so.
