Put 3 chuck steaks, 3" thick each and cooked for 5 hours. The last hour was foiled, these steaks are not tender, Cooking temp 225, steaks not foiled at this time. Will they get tender if left to cook?
 
What are you going for here? If going for pulled beef, re-foil them and crank the heat up to 275º-300º and cook till fall apart tender. HTH
 
Foiling will speed them up, but chuck is similar to pork butt in the way that it becomes tender.

The process is effected by time and temp.

I would increase the temp .....
