It's a great price ($6.99/lb). The next thing up would be brisket - a whole brisket (~12 lbs) would cost me $7.99/lb.

Also, if you see anything at that website that looks like a reasonable deal (relative to the other items there of course), please let me know (steaks, smoking items, ect...). It's the cheapest place I have found to import kosher meat - the prices are similar (sans shipping) to NY butchers, and their meat has good reviews.

Yes you can smoke it. I believe it is part of the chuck. Be prepared to lose 40-50% of its weight in the smoking process
 
As Dave wrote, the shoulder roast is part of the chuck primal. From the description in your link, I'm guessing it's also referred to as a 'clod' since you can get 3 large roasts out of it. Many here have smoked this cut. Do to the structure of the cut, I would suggest foiling after a while. Chris has a very good recipe posted here that you could use.
