Unable to connect to HM after re-install

I was having connectivity issues with the HM and decided to re-install the 4.1, and followed the instructions listed on:
https://github.com/CapnBry/HeaterMeter/wiki/HeaterMeter-4.x-Software

I was able to re-install without issues, but I am still unable to connect to the device using the web interface.

I've tried three different computers, turning off the firewalls, different ethernet cables, everything I can think of.

neither the HM or the PC can ping each other...when I try to ping from the heatermeter, it says network unreachable...from the PC (setup statically to 192.168.200.2) it just times out...I am plugged into the rasberry port directly to the computer...nothing in between

the weird thing is when I setup my PC to have the .200.1 IP, windows will detect that a conflict exists with both devices having the same IP, so they are obviously able to see each other, just not communicate?

the PC cannot SSH into the HM (port 22), nor can I access the web still...it's almost as though there's a firewall on the HM dropping all connections...but from what I can see, open wrt's HM has no default firewall

Is there any setup that I need to do to open up the HM? I am out of ideas and have spent 2 nights messing with this thing...I'm not computer illiterate and pretty familiar with Linux, which makes this even more frustrating

any help is appreciated
