The water pan and meatloaf

I want to do a meatloaf this weekend and after reading several recipes I'm wondering do you use the water pan with water or just foiled and empty? ?
Also I believe the 225 to 250 should be my target temps and to pull at or above 160 IT.
Any advice greatly appreciated! !
 
I'm probably late in my reply Gary, but I use a terra cotta saucer as my diffuser. Prior to that I just used the waterpan foiled with no water.
