starting my fire in 22.5" WSM

Every time I cook I get different results temp wise. I have a 22.5" WSM with BBQ GURU DigiQ DX2. I have two charcoal chimneys one of which I took the wire "rack" out of and I sit in the middle of my fire ring and pour unlit coals around. I then fill the other chimney about 1/3 full and light it. I pour the lit coals into the center of my chimney that is in my fire ring and pull it out. I figured that would be a good way to use an old chimney and create a "minion method" style burn. HOWEVER, I can cook one time and my temp will hold just fine but the next my temp will climb upwards of 350. I have two of my bottom vents closed off and sealed up with high heat tape and my WSM adapter is installed into the other one with the vent being sealed up with high heat tape. What am I doing wrong? What can I do differently? I'm setting my Guru at 250.
 
I don't use this exact method. You can try what I do as I don't really have any problems.

I fill the charcoal ring as full of Royal Oak Lump as I can pack in since my cooks are generally 8+ hours. I then light 12-14 briquettes and spread them out evenly on top of the lump. Once the temp gets close to target temp, I will connect my Guru and put whatever wood chunks I want on the coals.
