Should I put rub on inside of brisket cut?

I got a brisket cut from the butcher and he sliced it so a big part of the point lifts up from the rest of the meat (I am guessing to remove the fat).

The part that lifts up is almost the whole bottom of the brisket in the picture.

I already applied rub to the entire outside and am wondering if I should put rub on the inside of that flap or only on the outside. I have heard that it's not good to put rub on the inside of a cut.

Thanks in advance guys!
