Are you talking about the “AUTHORIZED“ line?
Thats the date key, very common in a lot of places where they need to know a cost price to allow sales staff to know without the customer being ”keyed in” “BLACKHORSE” is another old one, ”HOUSEPAINT” very convenient. A jeweler I worked for had a more cryptic one, I still use the characters when I date a battery in a watch. (Long story)
