Rusted out Cart leg and off center cart?

Two issues. Bottom of leg is rusted. What can I do to shore up this area?
Also, the cart with grill appears to be off center and not level. Grill has only one set of wheels. Has anyone had this issue before or is it just me? What Larry said or weld a new piece in if have access to welding equipment or know some one.

One other possibility is to cut it off about 2" up and install caster wheels like the next generation Genesis 1000 grills have. You would have to determine how much to cut off before inserting the wheels to make sure it sits level with the wheels.
