Restoring Red Head Advise needed

Need help restoring this grill. Pretty old, cannot identify a serial number.

I have broken it down, ordered new burner tubes and handle. I have a grinder and I am removing the the gunk and rust with a wire attached. Once that is done, I plan on spraying the grill down with rust remover, priming and painting with high temp black paint. Its coming out nice. I hit a road block with the bottom of the fire box. I cannot get the grinder into the cavity. Here is the picture.

Any suggestions? Also, any suggestions on how to restore the table sections on the left and right side of the grill? I really don't want to drop $75 and buy them from Weber.
 
they are totally missing. I have some pallet lumber I was going to disassemble and re use as boards.

For the bottom of the fire box, do I need to buff off all the gunk, or just wash and repaint?
 
I would get all the gunk off and then check for rust. Then paint. Remember not to paint the inside area, only the outside.
 
Just speaking from the picture you have of the bottom part of the grill, I'd take the rails off and then scrub / buff before painting.

HOWEVER, and ask me how I know, be very gentle with those bolts on the pan rails. They can break, and that causes all kinds of extra crap you don't want to have to deal with. Drilling steel bolts out of an aluminum box is challenging to say the least. To say the most, it's almost impossible.
