IC4 Required? New Build Failed

Hello All, I've been a long time lurker and have enjoyed all the posts. I built a 4.2.4 HM with a rasp pi, but it doesn't work. The top line of the LCD has black squares on the right side, even if I change the potentiometer. I do not have an IC4 as it did not come with the kit, but I only measure about 2.3 volts at all of the 3.3 Volt locations. I've seen a couple post where they say IC4 is and is not required. The 12 Volt and ground locations look good.

I've reflowed everything I could. but getting the same results.

I can log into the raspberry and get the no HM found error.

Any Help is appreciated.

On older revisions you could power the HM board from the Rpi, not sure when/if it changed (4.0 didn't need the 3v3 reg, but you would need to power the Pi via 5V).
 
Yep, on the 4.0 board, the 3.3v was optional. On the 4.1 and 4.2 boards, there are no traces to/from the 3.3v pin on the RasPi header. This means the MCP1700 is required to provide 3.3v

I'm guessing you could jumper the 3.3v output from the RasPi to provide 3.3v to the HM board while waiting for the 3.3v regulator to arrive.
