I was working on Silver B frame today and had a caster with a jammed wheel on one side. With the lever down both wheels locked but with the lever up only one wheel turned. I really didn't want to buy a new caster so I decided to try a fix. On my drill press, I carefully drilled a hole through the plastic chassis near the axle. I only drilled far enough to allow access for a WD-40 pipe. I shot the WD-40 in the chassis and flooded it with lubricant while I worked the wheel back and forth. It unsiezed the wheel and then I started rolling it back and forth on some concrete. It now works! It isn't a perfect frictionless spin but the caster now rolls, locks and will release to roll.
