Try this: Buy another 18.5" top grate with handles, replace stock lower grate with this new one. Rest this new grate on the 4 bolts just above the water pan... VIOLA! You now have handles on both grates AND the new lower grate is a couple of inches above the water pan allowing more smoke on the bottom of any meat placed on it
I've done this to my double lower grate . . . just used two grates bolted together with threaded rod then used some stainless 4mil stock and bent into handles that can be taken off if desired...
