Grid temps differential-no water

I may be asking a question that has been asked countless times before: I seem to understand the bottom grid runs at 4-10 F cooler than the top one. Does anyone know if the same holds true when there's no water in the pan?
 
I just posted "My first butt" where there was no water in the pan - the WSM really heats up!, adjust with vents, less charcoal. I could see I used way to much charcoal.
