I planted some cilantro but could not use it all . Now it's all flowered. Are the flowers edible or should I cut them off? Also how about the seeds?

They are edible. If you let them go to seed, collect the seed. The seeds are the spice known as coriander.

That's what I've done in the past; it's easier to grind a dry seed.

Second. My neighbor/friend behind me grows cilantro and lets some seed to give me for spices, more for brewing than cooking. Letting them dry makes for easier grinding but always wait until using to have the freshest flavor.

Do I pick the seeds when they are green? Are those the seeds or are the seeds inside of the green things? Sorry for my ignorance

The seeds re the little round things. A they dry the have a outer cover that may or may not come off. When the leaves of the plant are browning cut the plants at the base (or pull them up and trim off the roots) and hang them in a cool dry place either insider of a paper bag or over something to collect the seed as it dries and falls off.
