Bulletin Board What's new vs New posts

Can someone explain the distinction between the two?

my guess is What's New lists the newest activity, unfiltered, in chrono order from newest to oldest;
and New Posts filters what you've already read from the What's New, showing only the posts you haven't read that are new.

"New Posts" are unread posts, " Whats New" is what is recently posted including read and unread posts.
