Bryan Baby Back Ribs

I have purchased Bryan Baby Back Ribs several times and from several locations and each time the finished product was as tender as can be on the inside, but tough as nails on the outside. Has anyone observed this problem? I don't remember having the same problem with
Sam's Baby backs (IPT).
