I have spent a few seasons ignoring maintenance on my Genesis Silver and now the shelf beneath the grill looks like the attached picture. Any advice on replacing this?

Lots of work. I recommend using aluminum sheet. Easier to work with if you want metal. Otherwise go with wood

Yah, you could drop a sheet of plywood in there or even aluminum like Larry suggests. If you remove the pan, you will loose your side to side supports for the base and will have reinforce that. It can be done, but requires some time, parts and effort.

So this isn't a part I can purchase and replace?

You might be able to find one to purchase, but it will probably cost you about $100. Also, once you get that off, you will need to see if the two cross members that are under it and go front to back on both sides are not all riddled with rust as well.
