The fan works fine for me from 1% to 100%, no problems. I'll post a link to the STL files as soon as possible. Will probably post the OpenSCAD source, too, once I've cleaned it up a bit for public consumption ;-)

I just measured: The inner diameter of the round pipe is 31mm (1.42in).
