cracked pepper grinders

I have hit upon a a rub recipe that uses fresh cracked pepper in what I consider a large amount 2cups at a time. I have tried the coffee grinder but I think the pepper seeds are to hard and small for the grinder to fracture without turning to powder any sugestions?
 
Anthony, I use a coffee grinder with great success. Just pulse quickly -- you'll get broken pieces -- pulse again if you want finer, etc. Maybe your coffee grinder is different, but I've seen that many use them.

If you use a hand pepper grinder (tedious to say the least) you'll get powder to chunks depending on the setting and the particular grinder (I have 4 and all are different).
