Remove bolts that hold cover of Summit 670

I need to replace the igniter box so, I had to pull off the cotter pins and remove the bolts going through the cook box to the cover or shroud as Weber calls it. I've been working on this for months and I cannot get that bolt through as it has become part of the cover. The 670 is about 10 years old and I'm in Florida now so between the heat of Florida and the cooking, I don't know what's left to do to get that bolt out. I have use Coca-Cola, WD-40 bang the crap out of it with a hammer nail set and I don't know where to go next. Whenever I speak to the people that Weber they think it's funny but it's not funny and I really need to clean up my house get old rid of all these tools and it's they just sitting here waiting for me to finish this. Any suggestions?
 
WD40 is NOT a penetrant. Get some PBlaster. And DON'T bang on ANYTHING made of cast aluminum unless you don't care if you shatter it
