Questions about Broilmaster P3 NG Valves/Burner

I've got the Broilmaster igniter working correctly and the flames look pretty good...maybe some fine adjustments when the weather warms up.
Questions: on high, valve knobs at the High position, the burner roars.
At the Low or 1 position I get pretty loud sputtering and often flameout on one side or both sides of the bowtie burner.
At the 2(Medium?) position it works fine with a slightly lower flame.
Is this normal? Can it be adjusted or fixed?

Is it an OEM burner or aftermarket? I have seen aftermarket burners (mostly on things like my dad's Genesis) behave this way. If it's aftermarket perhaps a little fine tuning but I have not ever been able to make an aftermarket burner behave as well as an OEM on any product

It is a Music City Metals original larger/ older style bowtie
about 8 months old.

I would try touching up air adjustment. But honestly I have seen this on aftermarket burners. Just was using my dad's Genesis yesterday and it does much the same thing.
