Grill too hot? Or am I not doing something right?

Hey all!
I got my very first grill last week (Weber Spirit E-310 Gas Grill), and I’m trying to see if I need to calm support or if I’m running into the issue cause I don’t know what I’m doing.
1.) I preheat my grill get it to 500°. Typically takes 10 min. I clean the grates with my wire brush
2.) Then I lower my burners to the lowest knob setting, in this case for fish I’m trying to hit direct very low hit at 250-300°
3.) My grill won’t get lower than 350-400 with the burners turned all the way down.

Am I doing something wrong or do I need support, maybe a regulator issue?

Any help would be greatly appreciated!
 
Yes turn off what you need to achieve the desired results. A lot depends on the fish you're cooking as well. Also number one rule don't over cook it either
 
Besides often turning off some of the burners on my Genesis I then use the area above the turned off burner for indirect heat which works well for fish.
