The first rule of those two pieces of cloth is you do not talk about those two pieces of cloth....

Hi Bob; I really don't know. I have two kinds of covers for my kettles. One is just a cheapo vinyl thing that probably won't last through our very mild winter. The other is their premium cover which is thicker but no cloth pieces inside that one either.
 
I haven't seen the two cloth pieces you speak of, however, if they are like pockets, could be to put rocks in to weigh it down for wind storms.
