Fan doesn't start

Sometimes it seams like the fan doesn't start, even though I have it set to manual and turned up the %. Any thoughts?

I unplug and plug everything in and cycle through the menus and then at some point it starts spinning. Does it take a while before it starts normally?

I'd check to make sure the connections between the fan power and ground are good.
