Cleaning System help

Friday I recieved my parts from Weber for my 26 I'm restoring. I installed the new cleaning system but it seemed very loose. On Saturday I smoked 10lbs of country style ribs and what I thought would happen happened. After the cook I closed the lid damper and the Kettle Dampers to extinguse the coals. Well they didnt go out because to much air was getting through the bottom dampers. Question, do the new blades need to get gunked up to seed to the bottom of the Kettle? Because there is no way to tighten that bottom assembly (that the Blades fasten to)to the Kettle. Thanks for any help.

Please do not Bo offended at my question but are you sure that you have the right One-Touch system? Seems like I heard about new 26ers being different from old ones....

I'd call Weber CS and talk with them
 
Are the blades installed in the correct order? They vary in height so they barely scrape the bowl. Improper order can cause binding or a bad seal.
