$7 Kijiji Q - too good to be true?

I make it a habit of searching Kijiji about once a month for all things Weber and came across this gem today:

I wonder what the heck happened to it? More importantly, did the seller ever get $7 for it? Even more importantly, how did the seller determine an asking price of $7?
